Aim to build a technological and scientific innovation event with global influence

It is proposed to announce the list of projects advancing to the preliminary round in September 2023, those to the intermediary heat round in September, those to the semi-final round of evaluation (on-the-spot investigation) in October, and those to the semi-final round in November. Semi-finals and finals are planned to be held in November-December. The exact date will be announced on the official website of the competition.

Before the semi-finals, the organizing committee will train the teams advancing to the semi-final round through remote video.

Enterprises applying for the competition shall meet the following basic requirements:
1. The participating entities should be enterprises lawfully registered within or outside China.
2. The projects declared by the participating enterprises shall have innovation and high growth potential. The competition will give priority to the scientific and technological innovation projects with international leading core technologies, breakthroughs in key technologies, and good industrialization prospects.
3. The products and technologies involved in the projects declared by the enterprises and the right to use the related patents are owned by the enterprises, and there are no disputes in the property rights.
4. The participating enterprises have a real intention to develop in the Cooperation Zone or Macao, and it is feasible for the enterprises to settle in the Cooperation Zone or Macao.
5. Overseas talents with relevant international industrial influence or significant industrial influence in Portuguese-speaking countries are particularly encouraged to participate in the competition in the name of an enterprise.
Note: The winning teams that won the financial support of the previous two HSTECs shall not participate in the competition again.

The competition will open for registrations on April 14, 2023. Eligible companies can continue to register through the "Registration" on the competition"s official website (https://www.hqkcds.cn). The deadline for registration is June 30, 2023, at 16:00 (Beijing Time). Participating companies must complete the new user registration before the registration deadline. The submission of registration materials will be accepted until July 14, 2023, at 16:00 (Beijing Time). We kindly request participating companies to submit the required materials promptly.The exact date is subject to the one announced by the organizing committee.

Click into the application system through the official website of HSTEC http://www.hqkcds.cn to sign up for the competition and submit complete application materials in the system.

Fixed forms have been attached to the application system for the application of projects. Please log into the application system and follow the guidelines to fill information in and upload attachments as required.

There is no need to register enterprises in Hengqin or Macau before and during registration. However, for those enterprises participating in the competition through Article 5 of the entry requirements for the Macao track, i.e. enterprises from Portuguese-speaking countries or outside the Chinese mainland (except those established in the Macao Special Administrative Region) that promise to sign a landing commitment within two weeks after advancing to the semi-final round of evaluation (on-the-spot investigation), and launch the registration procedures of Macao enterprises simultaneously, they need to initiate registration of Macao company after an on-the-spot investigation for semi-finals.

The competition follows the principle of “fairness, impartiality, and openness”, so as to ensure objective and true evaluation results. In this competition, the industrial orientation of projects, technological innovation achievements, prospects of the industry, team background, and other aspects will be evaluated.

There are 31 awards in this year’s competition, including 11 for Start-up Group, 10 for Growing Group, and 10 for New Green Lotus Award. To ensure the quality of the winners, the number of awards may be cut down, which means it is possible that less than 31 enterprises will win the awards (some awards may be vacant).

Projects that do not make it to the semi-finals will receive a range of professional services such as policy consultation, guidance on company settling, and resource connection provided by Zhuhai Da Heng Qin Development Co., Ltd.

The competition calls for projects in the areas of integrated circuits and electronic components, big data and artificial intelligence, biomedicine and medical devices, new materials, and new energy.

The materials submitted between April 14, 2023 and 16:00 on July 14, 2023 can be amended at any time, but those submitted from 16:00 on July 14, 2023 to the end of the semi-final round of evaluation (on-the-spot investigation) cannot be modified. Projects entering the semi-final round after on-the-spot investigations will be allowed to modify and supplement their information before semi-finals (the specific opening time is subject to the notification on the official website), but no further amendments will be allowed after the deadline before semi-finals to the end of the final round. Please check carefully before submitting.

The Competition Organizing Committee will announce the results on the official website, and will also contact the team of promoted projects through information in the application materials such as email, etc.

These independent subsidiaries can participate separately if their projects are different.

The competition is a global and public welfare entrepreneurship competition organized by the Administrative Committee of Hengqin Guangdong-Macao In-depth Cooperation Zone. All participating projects do not need to pay any participation fees.

The winning team must sign a project cooperation agreement with the Economic Development Bureau of the Cooperation Zone, and both sides will take into account the progress of the project and the practical needs for R&D expenses, and then formulate a plan for the allocation of the non-reimbursable R&D funds.
